no its just a mental note sort of thing.

No, all the ‘Flag’ does is set a reminder for you to follow up on the item. However, a conversation that is sent with a flag will be marked as a ‘flagged conversation’ for follow up. But it will not show the other person you flagged the item just by marking the flag in your own folder.
